Open Enrollment Underway For ACA Marketplace Plans

04 November 2018

Central Floridians have access to between four to six plans, depending on the county of residence.

Open enrollment will get underway on November 1 for Delaware's Health Insurance Marketplace which provides coverage to individuals.

If you already have coverage through the ACA, you should consider updating your application anyway, experts advise.

There will be more direct enrollment options.

To select a plan, look at premiums and deductibles. A deductible is the amount of money you have to pay out of pocket until your insurance company starts picking up the claims.

"About in the beginning (of ACA) roughly 200,000 people purchased plans from healthcare.gov", said Allen Gjersvig, director at the Arizona Alliance for Community Health Centers. "The plan you have might cost more or less this year". Of 34 states that received navigator grants two years ago, all but one have lost at least three-fourths of their funding. Last year's insurers are back, and Molly Moffett, who heads ACA enrollment efforts for the Community Health Council of Wyandotte County, said the premiums are relatively stable too.

Americans with incomes between 138 percent and 400 percent of the federal poverty level may qualify for federal subsidies to help pay for health insurance. About 85 percent of Louisiana residents qualified for a subsidy this year.

You have other options for individual insurance coverage.

First, ask for details of any policy, including premiums in writing, and making sure purchasers understand the plan. PHIS, formerly known as ACA Marketplace Enrollment Solutions (ACAEnroll.com) provides enrollments services throughout the country, through national and regional insurance carriers.

"Plans outside of the healthcare.gov marketplace. might not include those and often times do exclude some of the things that people have come to expect their health insurance to include", Hattemer says.

This year, consumers can also sign up for short-term insurance plans.

"For Delawareans who don't have access to health insurance through an employer or another form of coverage, the Health Insurance Marketplace offers them an opportunity to get covered", Gov. John Carney said. Some may not have pharmacy plans.

"These plans are intended as fillers when you're in between jobs". Reddy said the short-term plans, even though they are cheaper, may not always be a good choice. "So I'd say buyer beware".

Such easing of prices, coming on the heels of a year of increases of more than 50 percent, has added more stability to the exchanges. Average rates for the 2019 lowest-cost silver and gold plans decreased from a year ago for the first time, while the lowest-cost bronze plans modestly increased.

Administration officials view the availability of short-term health plans and "association health plans" as a means of expanding lower-cost options for consumers. From changes to the tax penalty to greater access to different types of major medical insurance, 2019 is shaping up to be the year of choice for health insurance consumers.

He says that the premium increases for ACA-compliant plans have priced a significant number of Iowans out of the individual market. An analysis by the Kaiser Family Foundation, a health policy organization, found that rates for the most popular level of ACA health plan are, on average, 16 percent higher than they would have been without the changes by the administration and Congress.

With health care a major issue in the midterm elections, sign-up season under the Trump administration is getting close scrutiny.

The sign-up period comes months after a U.S. Census report showed Texas still has the largest percentage of uninsured residents in the country at 17.3 percent, almost twice the national rate.
