A Florida man was killed when a tree crashed through his home in Greensboro and trapped him, according to Gadsden County Sheriff's Office spokeswoman Anglie Hightower. The order is created to mobilize resources, help Virginia mitigate any damage, and to streamline the process that the Commonwealth uses to provide assistance to other states through the Emergency Management Assistance Compact.

In Panama City, 20 miles (32 km) northwest of Mexico Beach, buildings were crushed and boats were scattered around. Almost 950,000 homes and businesses were without power in Florida, Alabama, the Carolinas and Georgia on Thursday. "I am declaring a state of emergency in order to provide state assets to Virginians and to assist our neighbors in states who are dealing with the devastating effects of this historic storm".

No fewer than one million people remained in darkness Friday morning after Hurricane Michael left a trail of destruction that claimed at least six lives, flattened entire towns and "shattered" electrical grids.

"Our biggest thing is the downed lines and the downed trees and now this water main issue", said Apalachicola Mayor Van Johnson, referring to a burst water main complicating efforts to restore power.
