After the fee was paid to Cohen, he had a substantial meeting with Trump, followed by a photo op. Cohen was not registered as a foreign agent of Ukraine under the US Foreign Agents Registration Act when the agreement was inked, the report indicated.

Poroshenko, the source claimed, needed something he could portray as "talks" because of he wanted to make amends Manafort revelations that came out of the 2016 election.

This is what set up the encounter with Cohen, who spend decades as Trump's personal lawyer and fixer, it was said.

Cohen at the time proved himself a successful emissary for Russian interests, delivering the proposal to Michael Flynn, then Trump's national security adviser and now a cooperating witness in Mueller's investigation. "Our boy can become president of the United States of America and we can engineer it", Sater wrote to Cohen, according to an email obtained by the Times.

The BBC's report comes on the heels of disclosures two weeks ago that Cohen had received previously unknown payments from drugmaker Novartis, AT&T, defense contractor Korea Aerospace Industries, and a USA financial management firm linked to Russian oligarch Viktor Vekselberg.

Federal prosecutors in NY are investigating Mr Cohen for possible bank and tax fraud, campaign law violations and perhaps other matters related to Mr Trump's presidential campaign, a source said.

The investigation into Cohen arose in part from Special Counsel Robert Mueller's inquiry into possible collusion between Trump's 2016 presidential campaign and Russian Federation, something that Trump has repeatedly denied.

According to the BBC, Poroshenko desired to meet with Trump in 2017.

In a statement to ABC News, Friedman expressed regret for his actions and sought to distance Cohen, who he described as a "dear, dear personal friend" from the scandal.

The meeting at the White House was last June.

Cohen's home and office were raided by the Federal Bureau of Investigation last month in a search of business records, emails and documents about a $130,000 payment he made to porn star Stormy Daniels. Cohen and the two Ukrainian intermediaries have denied it.

Trump attorney Michael Cohen denied he was paid by the Ukraine to arrange an Oval Office meeting between its president and Donald Trump. There is no suggestion that Mr Trump knew about the payment. Cohen and lawyers representing President Trump are asking the court to block Justice Department officials from reading documents and materials related to his Cohen's relationship with President Trump that they believe should be protected by attorney-client privilege.
