"Russia severely condemns the attack on Syria where Russian military are helping the lawful government in the fight with terrorism", the Kremlin said in a statement, its first reaction to the strikes. Eight countries voted against and four abstained. Konashenkov released statements by medics from Douma's hospital, who said a group of people toting video cameras entered the hospital, shouting that its patients were struck with chemical weapons, dousing them with water and causing panic. "We did not do any coordination with the Russians on the strikes nor did we prenotify them".
The Russian Defense Ministry on Friday accused Britain of staging a fake chemical attack in the Syrian town of Douma last weekend, a bold charge that comes amid Moscow's stern warnings to the West against striking Syria.
The attack came moments after U.S. President Donald Trump said he ordered precision strikes targeting Syrian President Bashar al-Assad's chemical weapons capabilities after a poison gas attack that killed at least 60 people last week.
France's UN Ambassador Francois Delattre said the result of the vote sends "a clear message" that Security Council members recognized the need for the airstrikes, and "their proportional and targeted nature".
"You are not only placing yourselves above worldwide law, but you are trying to re-write global law", Nebenzia said after the vote.
"In 2013, President [Vladimir] Putin and his government promised the world that they would guarantee the elimination of Syria's chemical weapons", Trump said. Four countries abstained: Ethiopia, Kazakhstan, Equatorial Guinea, and Peru.
Moving to return to diplomacy, France said it was working with the United States and Britain on a draft resolution that would address chemical weapons use, the humanitarian crisis and the future of the peace process in Syria.
French President Emmanuel Macron also said he had "proof" that the Syrian government had attacked Douma with chemical weapons.
"We put facts contrary to your myths, " he said.
"A combined operation with the armed forces of France and the United Kingdom is now under way".
London expects Russia's "revenge" for its position concerning the poisoning Skipala and strike on Assad's forces in Syria.
Guterres said he has asked Syrian special envoy Staffan de Mistura to come to NY as soon as possible to consult "on the most effective way to accelerate the political process". The Russian leader warned against "ill-considered and unsafe actions. that would have consequences beyond conjecture". Click any of these buttons below!
