The FBI informed the White House almost a year ago about issues in a top aide's past that were preventing him from obtaining a security clearance.
Soon thereafter, he said, "We received requests for follow-up inquiry, and we did that follow-up and provided the information in November". Following that submission, the White House requested further information that was provided to them by the Federal Bureau of Investigation in November.
Wray told the Senate Intelligence Committee that the FBI completed its background investigation of Porter "in late July".

Senior advisers Jared Kushner and Ivanka Trump also viewed Porter as a professional, competent staffer and worked to elevate his standing inside the West Wing, two sources familiar with the situation said.
The White House has been dogged by questions about when the allegations against Porter were known.

The FBI director's testimony raises fresh questions about why Porter remained in a senior position after the White House learned of the allegations of domestic abuse leveled by two of Porter's ex-wives to the FBI - extending a controversy the White House has struggled to shake. Conway also said that she sees Trump "express sympathy" for women, and that he has "many times come to the aid of women privately", such as by helping some women he knows or who have come to his attention find employment.
Willoughby, Porter's second wife, alleged that Porter once dragged her wet and naked out of the shower and was verbally abusive, calling her a f***ing b***h' on their honeymoon.
On a press call Tuesday, Portman, a Republican from Terrace Park, said during the months Porter was employed by his office he heard nothing about Porter's private behavior or allegations of misconduct outside of the workplace. Porter was not qualified to receive a national security clearance.
"I think that was a personal decision that Rob made, and one that he was not pressured to do, but one that he made on his own", she told reporters. In fact, the White House didn't fire Porter after they found out.
Jack Kingston, a Trump ally, defended the White House to Cupp, though he said it could have handled the fallout better.
