Lawmakers face mounting pressure to find a permanent legislative fix to the Deferred Action for Childhood Arrivals program - the Obama-era initiative that extended temporary legal status to foreign nationals who illegally entered the country as minors - with Democrats threatening to withhold their votes on a spending bill needed to keep the government funded past January 19.
Republican leaders say they are confident that Congress will vote this week to extend current spending levels until February 16 but Democrats and some far-right conservatives are threatening to block the legislation.
But conservatives are still a major question mark.
Republican Senator Jeff Flake (R-AZ) hit back on Twitter, pointing out the obvious - that's not what Democrats are doing. "We went through the post-and-forfeiture procedure, in which we paid a $50 bail and were released without any criminal conviction", said Mendoza, an activist and co-founder of Soñando Juntos, an immigrant youth-led organization.
"What other choice do have this week", asked New Jersey Republican Rep. Tom MacArthur.
The last time the government shut down, in 2013, it did so over Obamacare.
President Donald Trump promised last week during an unusual public bipartisan negotiating session that he would accept whatever plan Congress came up with to address the plight of an estimated 800,000 undocumented youths brought here as children by their parents. Without a unified Republican conference heading into that vote, leaders would be forced to give concessions to Democrats in order to get their support and avoid any shutdown.
"I'm not going to get into what I said, but I will tell you, it was a tough meeting", Trump said.
Several lawmakers expressed disappointment and disgust, with Republican Sen.
The temporary funding bill would also include a long-delayed, six-year renewal of a popular health insurance program for children of low-income families. Others include a two-year repeal of Affordable Care Act taxes on medical device makers and a tax on employees' high-priced health benefits, the so-called Cadillac tax, that some Democrats also want to end. The Trump administration has softened its stance on having a physical wall along the entire border.
"Funding for modernizing the Army has been cut in half in just the past eight years". Then, Trump said he was "not a racist" and that he was "the least racist person you will ever interview".
But Democratic leaders must balance pressure from progressives with the needs of vulnerable red state Democrats vital to their hopes of recapturing the Senate and who risk being branded by GOP foes as friends of "amnesty". A Ryan spokeswoman declined later to comment on the Freedom Caucus' opposition. "I think we owe it to them and we owe it to the American people and to our ideals to find a solution".
GOP leaders have consistently argued House Democrats would be responsible for a shutdown if the measure fails on the House floor, and Meadows conceded that it would be easier to blame Democrats for a shutdown if the House clears the bill but it fails in the Senate (Democrats are quick to point out that Republicans control both chambers of Congress and the Executive Branch).
